Amends Laws 2014, Chapter 227, Section 1 regarding a United States submarine memorial to be placed in Wesley Bolin plaza.

Changes the memorial completion and dedication deadline from before September 1, 2017 to on or before September 1, 2020.

Clarifies that the memorial shall be called a "memorial" rather than a "monument" throughout the statute.

Reaffirms that public monies are not authorized for memorial costs and all fund-raising and construction contracts remain the sole responsibility of proponents.

Extends the repeal date of this section from September 30, 2017 to September 30, 2020.
