Establishes Arizona cultural districts program through the Arizona Commission on the Arts, requiring standardized criteria for cities and towns to designate geographic districts focused on cultural activity, affordable artist housing, and workspace.

Exempts sales of original, one-of-a-kind works of art by established retailers located within Arizona cultural districts from state transaction privilege tax (TPT) and use tax.

Requires local agencies overseeing cultural districts to submit biennial reports to the Commission on program impacts, tax-exempt art sales, and other relevant data; Commission compiles statewide reports for state officials.

Terminates the Arizona cultural districts program on July 1, 2026, pursuant to sunset review provisions.

Extends the same art sales tax exemption to municipal and local transaction privilege taxes for works of art sold by retailers in certified cultural districts.
