Expands Arizona's child hearing programs to include vision screening evaluation services by changing chapter and article headings in Title 36, Chapter 7.2.

Authorizes public education programs and residential facilities for children with disabilities to provide vision screening evaluation services that must comply with department-adopted standards and require annual data submissions.

Requires the department to produce quarterly reports posted on its website disclosing schools that perform vision screenings and the number of children screened by grade level, with option to select nonprofit organizations to manage administrative costs and data collection.

Establishes that vision screening does not replace comprehensive annual eye exams and requires schools to notify parents that children failing screenings should receive comprehensive eye exams from professionals.

Grants parents and guardians the right to refuse hearing evaluation services or vision screening evaluation services by submitting an objection statement to the administering organization.
