Appropriates $27,000,000 to the Department of Administration for major maintenance and repair of state buildings, with $8,000,000 from the general fund and $19,000,000 from the capital outlay stabilization fund; includes $4,200,000 for renovation of the Department of Health Services building at 1740 West Adams and $120,000 for repairs to a 1938 Works Progress Administration civic building on the state fair grounds.

Appropriates capital funds for multiple state agencies: State Department of Corrections ($5,464,300), Arizona Game and Fish Department ($530,000 plus additional appropriations for radio towers, boat structures, and general capital improvements totaling $4,047,900), Department of Juvenile Corrections ($1,100,000), and Arizona State Lottery Commission ($118,100).

Appropriates $10,000,000 to the Department of Veterans' Services for construction of a veterans' home facility in Flagstaff, contingent on federal commitment to fund at least 65 percent of total costs.

Appropriates $30,000,000 and $25,000,000 to the Department of Transportation for Interstate 10 widening projects and acceleration of State Route 189 construction respectively; exempts these appropriations from joint committee on capital review and allows alternative use if federal grants are not received or construction cannot be accelerated as planned.
