Permits the Department of Economic Security to reduce maximum income eligibility levels for child care assistance during fiscal year 2016-2017 and requires notification to the joint legislative budget committee within 15 days of any changes.

Requires drug screening and testing of TANF cash benefit recipients with reasonable cause to suspect controlled substance use, with positive results making recipients ineligible for one year of benefits.
