States that insufficient customs inspection capacity and staffing create congestion for incoming and outgoing goods, hamper commercial activity, cause agricultural produce spoilage, and potentially compromise border security.

References an October 14, 2014 letter from the entire Arizona Congressional delegation to the Department of Homeland Security expressing the need for greater staffing at Arizona's ports of entry.

Directs the Arizona Secretary of State to transmit copies of the memorial to the President of the United States Senate, the Speaker of the House, and each Member of Congress from Arizona.
