Identifies catastrophic wildfires as a threat to water reliability, volume, and quality for tens of millions of Americans due to unhealthy forest conditions.

Calls for accelerated forest restoration work to protect critical headwaters and increase forest resilience against drought, insect infestation, and fire.

Directs Arizona's Secretary of State to transmit copies of the memorial to the President of the United States Senate, the Speaker of the House, and all Arizona members of Congress.
