Calls for clarification that federal agencies lack authority to regulate climate change or global warming, thereby voiding certain EPA rules.

Requires the EPA Administrator to provide employment and job impact analysis before proposing or finalizing any regulation, rule, or policy.

Mandates that federal agencies provide cost-benefit analysis and peer-reviewed science supporting proposed regulations, and imposes penalties for knowingly providing false information in support of regulations.
