Contends that the EPA's Clean Power Plan exceeds the agency's legal authority under Section 111(d) of the Clean Air Act and interferes with Arizona's ability to regulate its own electricity system.

Requests that Congress exercise oversight over the EPA to ensure states maintain their primary role in establishing and implementing emissions reduction plans for existing electric utility generating units.

Directs the Arizona Governor and Attorney General to take appropriate actions to defend the state against the EPA's regulations.

Requires the Arizona Secretary of State to transmit copies of the memorial to federal officials including the President, Congress members, and the EPA Administrator.
