Proposes amendment to Article IV, Part 2, Section 23 of the Arizona Constitution regarding passes and transportation purchased by public officers.

Prohibits public officers from accepting or using passes or purchasing transportation from railroads or other corporations, except transportation available to the general public.

Clarifies that the restriction does not apply to members of the National Guard of Arizona traveling under official orders.

Directs the legislature to enact laws to enforce this constitutional provision.

Requires the Secretary of State to submit the proposed amendment to voters at the next general election.
