Prohibits local authorities and state agencies from using photo enforcement systems to identify violators of speeding, traffic control device violations, or related ordinances.

Repeals existing statutes (28-1202 through 28-1206 and 28-1602) that previously authorized photo enforcement systems in Arizona.

Removes the definition of "photo enforcement system" from the general definitions section and redefines it specifically in the new prohibition statute as a device using radar/sensors linked to cameras to record license plates.

Establishes legislative intent to keep law enforcement in the hands of trained officers rather than private contractors and to prevent revenue generation as the purpose of enforcement.

Requires submission of this measure to voters at the next general election for approval as a constitutional referendum.
