Proposes amending Arizona's Citizens Clean Elections Act (A.R.S. § 16-961) to limit the act's application to judges of the superior court in counties with populations under 250,000 persons.

Modifies definitions of "participating candidate" and "nonparticipating candidate" to apply only to superior court judge candidates in counties with populations less than 250,000 persons.

Changes primary election spending limits to $12,921 for superior court judge candidates in eligible counties (replacing previous broader applicability).

Directs the Legislative Council Staff to prepare conforming legislation for the 53rd Legislature, First Regular Session to align the Arizona Revised Statutes with the act's restricted scope.

Requires the Secretary of State to submit the proposition to voters at the next general election for approval.
