AZ SCR1016

Proposes amending Arizona Revised Statutes section 16-954 to impose a 10 percent surcharge on all civil and criminal fines and penalties, to be deposited into the classroom site fund established by section 15-977.

Requires the Citizens Clean Elections Commission to project clean elections funding annually and announce whether spending will exceed projected collections.

Allows the commission to decrease funding amounts and declare an emergency if insufficient monies exist to fully fund all participating candidates' accounts.

Permits participating candidates to accept private contributions during an emergency to reach adjusted spending limits when the fund cannot provide full monies.

Directs the Secretary of State to submit the measure to voters at the next general election for approval or rejection.
