Urges members of the U.S. Congress from Arizona to officially recognize the persecution of Christians, Yazidis, and other religious minorities in the Middle East by ISIS and other terrorist groups as genocide under the United Nations Convention on the Prevention and Punishment of the Crime of Genocide.

Documents systematic persecution including murder, kidnapping, sexual abuse, torture, and forced migration of communities targeted based on religious or ethnic affiliation with intent to destroy these groups in whole or in part.

Directs Arizona Congress members to cosponsor legislation similar to House Concurrent Resolution 75, support other congressional efforts to aid victims, and encourage greater U.S. government action to end the genocide.

Requires the Arizona Secretary of State to transmit copies of this memorial to the President, Speaker of the House, Senate Majority Leader, and all Arizona members of Congress.

Notes that the U.S. Commission on Religious Freedom, Hudson Institute, International Association of Genocide Scholars, Pope Francis, and Hillary Clinton have called for recognition of this persecution as genocide.
