Changes marijuana possession of less than one ounce to a civil penalty of up to $100 (doubling to $200 if unpaid after 90 days) instead of a class 6 felony.

Reduces penalties for marijuana possession not for sale: possession of one ounce to two pounds becomes a petty offense, and possession of two pounds or more becomes a class 3 misdemeanor.

Reduces production of marijuana penalties: less than two pounds becomes a class 3 misdemeanor, two to four pounds becomes a class 6 felony, and more than four pounds becomes a class 5 felony.

Allows judges to suspend fines for marijuana convictions instead of requiring mandatory enforcement of the $750 minimum or three times the value of marijuana involved.

Juveniles adjudicated delinquent for first marijuana violations must complete at least 10 hours of community restitution with substance abuse, medical, or victim service organizations instead of facing felony charges.
