AZ HB2004

Establishes a veteran-owned business participation goal for state contracts, with a minimum of 1.5% for the year beginning January 1, 2018, increasing to 3% for all subsequent years.

Requires the Director of the Department of Veterans' Services to create a registry of veteran-owned businesses using resources including the federal VetBiz registry and Department of Defense Form DD-214 to verify veteran status and business eligibility.

Authorizes the Director of the Department of Administration to establish procedures for meeting participation goals and allows procurement officers to reserve certain procurements exclusively for registered veteran-owned businesses.

Defines "veteran" as a person separated from the armed forces under honorable conditions after more than six months of active duty who meets requirements under Arizona law.

Defines "veteran-owned business" as a business that is at least 51% owned by veterans receiving combat-related special compensation, controlled by veteran-owners in daily operations, and maintains its home office in Arizona.
