Establishes a joint study committee on gold bonds consisting of 11 members including legislators from both chambers and parties, public members, representatives from credit unions and banks, Native American tribal representatives, and the state treasurer.

Committee is tasked with studying the use of gold bonds as hard asset-backed instruments to reduce state debt and protect public pension obligations.

Committee must submit findings and recommendations report by December 31, 2017 to the governor, president of the senate, speaker of the house of representatives, and secretary of state.

Committee authority expires September 30, 2018.
