Amends Arizona Revised Statutes § 15-821 to establish requirements for school admission of children ages 6-21 residing in the school district.

Specifies age eligibility for kindergarten (5 years old by September 1) and first grade (6 years old by September 1), with allowance for early admission if determined in child's best interest based on consultation with parent, teacher, and school principal.

Permits children residing with family members other than parents during pending guardianship or custody proceedings to enroll in the school district where the family member resides with proper court documentation.

Adds new provision allowing schools to request transcripts from a pupil's previous school only after obtaining written consent from the pupil's parent.
