Amends Arizona Revised Statutes sections 15-1482 and 15-1483 to require voter approval for community college district bond issuance.

Requires bonds to be approved by a majority of qualified voters in the community college district voting at a regularly scheduled election on the first Tuesday after the first Monday in November.

Mandates that community college districts mail a publicity pamphlet to all households with qualified voters at least 35 days before a bond election, including planned projects, costs, and estimated tax impacts on a $100,000 home.

Prohibits use of bond proceeds for any purposes other than the planned projects listed in the publicity pamphlet; projects may only be changed through a subsequent election.

Specifies that bond election expenses must be paid from current operating monies, while bond counsel fees and other issuance costs may be paid from either authorized bond proceeds or operating funds.
