Amends Arizona Revised Statutes section 13-3107 regarding unlawful firearm discharge within municipalities, classified as a class 6 felony when done with criminal negligence.

Adds two new exceptions to the prohibition: discharge using rat shot or snake shot with pellets 1.3 millimeters or smaller in rimfire cartridges not exceeding .22 caliber, and discharge more than one mile from any occupied structure.

Maintains existing exceptions including discharge on properly supervised ranges, lawful wildlife hunting during open season, nuisance wildlife control, self-defense against animal attacks, use of blanks, and special police authorization.

Allows cities, towns, or counties to restrict firearm discharge within one-fourth mile of occupied structures without owner consent during wildlife hunting, with "occupied structure" defined as buildings where a reasonable person would expect occupancy.

Clarifies that section 13-604 applies to firearm discharge offenses unless a dangerous offense is alleged and proven under section 13-704, subsection L.
