Prohibits harassing, shooting, injuring, killing, or slaughtering horses that are part of the Salt River horse herd without written authorization from the Department of Agriculture or county sheriff.

Requires written authorization from the Department or county sheriff to interfere with, take, chase, capture, or euthanize Salt River horses, which may only be granted for humane purposes.

Allows private or public entities to address incidents involving the herd's safety or health after obtaining written authorization from the Department or county sheriff.

Establishes that Salt River horses are not classified as stray animals and are exempt from related stray animal statutes.

Makes violation of the prohibition on harassing or killing these horses a class 6 felony.
