Amends Arizona Revised Statutes sections 12-262, 15-911, 17-266, 22-117, and 41-563 regarding expenditure limitations for political subdivisions.

Creates a new exclusion allowing political subdivisions to exclude expenditures dedicated by public vote to pay unfunded accrued liability under the Public Safety Personnel Retirement System (PSPRS) from their expenditure limitation.

Renumbers subsections in section 41-563 to accommodate the new PSPRS exclusion, shifting subsection designations from D, E, and F to E, F, and G respectively throughout affected sections.

Makes conforming changes to references in sections 12-262, 15-911, 17-266, and 22-117 to reflect the updated subsection numbering in section 41-563.

Applies the PSPRS exclusion only for the duration of the time period for which the increased revenue is authorized by voter approval.
