Amends Arizona Revised Statutes Section 34-243 regarding contractor and subcontractor eligibility and preference in public works contracts.

Requires contracts for furnishing materials to political subdivisions be awarded to bidders using materials supplied by resident dealers who have paid real or personal property taxes for at least two successive years.

Establishes a 5 percent bid threshold preference for resident dealer suppliers over competing non-resident suppliers, where quality and suitability are considered equal.

Changes statutory language from "prior to" to "before" when referencing the time period for tax payment requirements (technical correction).

Adds the conjunction "and" to clarify that both residency and tax payment requirements must be satisfied.
