Allows property management firms and owners to pay finder fees to unlicensed tenants who refer prospective lessees to the owner or agent.

Finder fees must be provided as a credit toward or reduction in the tenant's monthly rent and are not limited by a specific dollar amount.

Tenants receiving finder fees are restricted to referring prospective lessees only and are prohibited from showing units, discussing lease terms, or negotiating leases with prospective renters.

Unlicensed tenants cannot advertise or promote their services in procuring prospective lessors or tenants.

Property managers or agents who pay finder fees in violation of this section may have their licenses suspended or revoked, or face civil penalties.
