Amends section 44-1648 of Arizona Revised Statutes regarding scrap metal dealer registration and licensing.

Confirms that registration of scrap metal dealers is a matter of statewide concern and that state power to register scrap metal dealers is preempted.

Allows cities, towns, and counties to maintain their own scrap metal dealer licensing systems if those systems include background checks, identification, and fingerprinting of the owners.

Protects existing scrap metal dealer licenses that were current and in good standing before September 13, 2013, allowing those dealers to remain in compliance without reapplication unless circumstances require amendments under local licensing requirements.
