Removes the mandatory helmet requirement for motorcycle operators and passengers who are at least 18 years old, replacing it with an optional fee-based exemption system.

Allows persons aged 18 and older to operate motorcycles without helmets if the vehicle owner pays a fee determined by the director during registration.

Prohibits peace officers from stopping or citing adults 18 and older for helmet violations unless there is reasonable cause to believe another motor vehicle law violation occurred.

Directs helmet violation civil penalties ($500) to be split between the Arizona highway user revenue fund ($200) and the spinal and head injuries trust fund ($300).

Adds fees collected under section 28-964 to the definition of highway user revenues and specifies that monies from helmet exemption fees in the trust fund may only be used for head injuries resulting from vehicle accidents.
