Amends the process for filling legislative vacancies based on whether the vacant seat's party has at least 30 elected precinct committeemen in the legislative district and county.

If the party has 30+ committeemen, precinct committeemen nominate three qualified candidates within 21 days (or 5 days if legislature is in session), and the county board of supervisors appoints one from those three within 5 business days.

If the party has fewer than 30 committeemen or the vacancy is not represented by an organized political party, the board of supervisors appoints a citizens panel within 3 business days to submit three qualified candidates within 7 business days, then the board appoints one from that list.

Requires appointees to be members of the same political party as the person who vacated the office, or registered independent if the previous officeholder was independent; requires appointees to reside in the same legislative district and county.

Establishes that if precinct committeemen fail to nominate candidates within the required timeframe, the board of supervisors fills the vacancy through the citizens panel process instead.
