Amends section 41-1251 of the Arizona Revised Statutes regarding the joint committee on capital review.

Establishes the joint committee on capital review consisting of 14 members, including the chairmen of both senate and house appropriations committees, majority and minority leaders of both chambers, and four appointed members from each chamber's appropriations committee.

The senate appropriations committee chairman serves as joint committee chairman from the first day of the first regular session through the first day of the second regular session, while the house appropriations committee chairman serves from the first day of the second regular session through the first day of the next legislature's first regular session.

The committee may meet as often as members deem necessary, with a majority of members constituting a quorum for conducting business.

The committee terminates on July 1, 2026 pursuant to section 41-3103.
