Adds section 16-956.01 to Arizona Revised Statutes requiring the Citizens Clean Elections Commission to conduct random audits of corporations, limited liability companies, and labor organizations that make independent expenditures after each general election.

Random audits shall review publicly available information including campaign literature disclosures, advertisements, campaign finance filings, and financial records to determine if entities are unlawfully attempting to influence candidate elections.

Commission may hire an independent accounting firm to conduct the audits, with entities selected for audit by random lot at a commission meeting.

Audit results are confidential unless a violation is found, in which case the commission notifies the appropriate filing officer of the alleged violation.

Effective only upon affirmative vote of at least three-fourths of the members of each house of the legislature, as required by the Arizona Constitution.
