Amends Arizona Revised Statutes section 15-901.07 to establish requirements for counting concurrent coursework at community colleges and universities toward average daily membership for school funding purposes.

Requires students in concurrent coursework to earn at least three semester hours of credit per semester and have the school district or charter school pay or reimburse tuition costs.

Mandates students enrolled in concurrent coursework attend at least one course per semester at their high school and that the coursework be applicable to an established community college academic degree or certificate program.

Specifies that instructional hours from community college or university courses are included in average daily membership calculations, with combined hours divided by 720 (or 900 for online instruction), capped at 1.0 for full-time high school students.

Applies retroactively to June 30, 2010.
