Amends Arizona Revised Statutes section 9-101.01 to modify the definition and regulation of urbanized areas surrounding incorporated cities and towns.

Creates a tiered reduction in urbanized area boundaries through December 31, 2020, for counties where 60-65% of population lives in incorporated cities/towns: shrinking from 5 miles to 1 mile over six years after initial annexation if the city/town does not approve the incorporation petition within 120 days.

Allows board of supervisors to proceed with incorporation petitions in urbanized areas if either the adjacent city/town approves the incorporation or the city/town fails to act on an annexation petition within 120 days.

Permits incorporation of proposed areas with 15,000+ population in 60-65% urbanized counties without adjacent city/town approval if the area has a governing board; also allows incorporation when the proposed area's population exceeds the opposing city/town's population.

Exempts cities/towns incorporated before June 20, 1968, from urbanized area restrictions and exempts planned community association areas from these provisions during periods of declarant control unless the declarant grants permission.
