Designates the state land department as an agency subject to Arizona's rulemaking requirements under title 41, chapter 6, article 7.1 of the Arizona Revised Statutes.

Requires the state land commissioner to adopt licensing time frame rules for all applications related to selling, leasing, annexation, conveyance, exchange, right-of-way, and use of state lands or state land products.

Mandates the state land commissioner file a notice of proposed rulemaking with the secretary of state by January 1, 2018.

Requires final rules to be in place by June 30, 2018.

Section expires December 31, 2020.
