Changes the article heading of title 37, chapter 2, article 10 from "RIGHTS OF WAY AND SITES FOR PUBLIC USES" to "RIGHTS-OF-WAY AND SITES FOR PUBLIC USES" (hyphenation correction).

Allows the Department to grant rights-of-way to federal agencies, state agencies, or political subdivisions for transportation purposes with terms exceeding ten years without public auction, provided the use is nonexclusive.

Permits the Department to grant rights-of-way to any person for nonexclusive uses for terms up to fifty years without public auction.

Requires the Department to grant rights-of-way for at least thirty years to provide legal access to private property when access across state land is historically used, necessary due to surrounding state land, or when alternative access is not practicable.

Exempts right-of-way grants for existing private property access from compliance with sections 41-861, 41-862, 41-863, and 41-864 when new road construction is not necessary.
