Allows courts to assess court costs and damages against persons who file unsuccessful injunctions against natural resources projects.

Damages may include costs relating to fire suppression, flooding or watershed damage, and damage or loss of natural resources or real property resulting from the injunction.

Monetary damages awarded by the court must be deposited into an account established and managed by the Arizona Department of Forestry and Fire Management.

Defines "natural resources project" to include any project that reduces catastrophic fire risk, protects against erosion, flooding, landslides, or protects watersheds.
