Amends Arizona Revised Statutes Section 11-584 to expand public defender duties to include representation in all seizure and forfeiture proceedings under title 13.

Adds seizure and forfeiture proceedings as a new category (item 11) of cases where the public defender must provide representation if appointed by the court and authorized by the board of supervisors.

Maintains existing public defender responsibilities for criminal cases, appeals, juvenile proceedings, mental health hearings, and other proceedings where indigent defendants are entitled to counsel.

Preserves existing provisions allowing courts to assess administrative fees and require reimbursement for legal services based on a defendant's financial resources and ability to pay.
