Adds "voluntary purchase program" as an authorized payroll deduction for state officers and employees under Arizona Revised Statutes section 38-612.

Maintains existing restrictions on payroll deductions, which are only permitted when specifically authorized by federal law, regulation, or Arizona state statute.

Clarifies that charitable organization deductions are prohibited for organizations that perform nonfederally qualified abortions or operate facilities where such abortions are performed, defining "nonfederally qualified abortion" as one that does not meet federal reimbursement requirements under Social Security Act Title XIX.

Preserves liability protections for the state and state officers administering payroll deductions authorized under this section.
