Prohibits law enforcement agencies from using or distributing any monies or assets obtained through seizure or forfeiture involving drug or gambling offenses.

Requires monies from drug or gambling-related forfeitures to be distributed to crime victims who have not received full court-ordered restitution, with any remainder deposited in anti-racketeering revolving funds.

Amends sections 13-2314.01, 13-2314.03, and 13-4315 of Arizona Revised Statutes to add restrictions on forfeiture asset distribution.

Applies the prohibition to both state and county anti-racketeering revolving funds established for managing forfeited assets from criminal prosecutions.
