Repeals section 13-4309, Arizona Revised Statutes, which authorized uncontested civil forfeiture proceedings, eliminating the ability to forfeit property without judicial proceedings.

Amends section 13-4308 to remove references to uncontested forfeiture and require all forfeiture proceedings to be initiated within 60 days of seizure or within 60 days of notice of pending forfeiture.

Amends section 13-4311 to eliminate uncontested forfeiture as an alternative procedure and require all forfeitures to proceed through judicial in rem actions in court.

Ensures all property forfeiture cases must now follow formal court procedures with notice, claims, discovery, and hearings before a judge, rather than allowing administrative forfeiture without court involvement.
