HB2112 Summary

• Amends Arizona Revised Statutes section 48-3708 regarding multi-county water conservation district governance and board composition.

• Directors are elected by qualified electors from each county based on population: one director from counties with fewer than 600,000 people; four directors from counties with 600,000-2,100,000 people; and ten directors from counties with more than 2,100,000 people.

• Each director receives weighted voting power calculated by dividing the county population by the least populous county's population, then dividing by the number of directors from that county.

• Adds eligibility restriction that employees of the district and their spouses are ineligible to serve on the board of directors.

• Updates language regarding board members and officers as public officers subject to state law and conflict of interest provisions in Title 38, Chapter 3, Article 8.
