Amends section 38-538 of Arizona Revised Statutes regarding designations on state and political subdivision motor vehicles.

Requires state-owned or leased vehicles (for 6+ months) to display "for official use only" and "State of Arizona--(department/agency name)" designations on decals, with specific placement requirements on rear windows or bumpers.

Requires political subdivision vehicles (owned or leased for 6+ months) to display the subdivision name and "for official use only" designation in a visible manner determined by the political subdivision.

Prohibits state and political subdivision vehicles from displaying any information regarding political organizations, labor organizations, or political speech.

Expands the definition of "political subdivision" to include organizations that are tax-exempt as political subdivisions under Arizona's constitution or laws.
