Amends Arizona Revised Statutes Section 26-121 to redefine the composition of the state militia as all able-bodied citizens and residents of Arizona between ages 18 and 45 who intend to become U.S. citizens.

Maintains existing exemptions from militia service for persons exempted by state or federal law, those with serious mental illness, totally blind persons, those convicted of infamous crimes, judges and court clerks, elected civil officers, legislators, and members of the clergy.

Adds legislative findings that the state militia is necessary for security of Arizona as a free and sovereign state.

Establishes that militia members include law-abiding citizens and residents who legally own firearms.

Affirms that militia members have the right to keep and bear arms under the Second Amendment of the U.S. Constitution and Article II, Section 26 of the Arizona Constitution.
