Adopts and enacts the Uniform Firearms Transfer Compact as Chapter 31.1 of Arizona Revised Statutes Title 13.

Prohibits member states from creating fees, taxes, penalties, mandates, or regulations that burden firearm transfers beyond what federal law requires, or imposing additional criminal or civil liability for such transfers.

Allows member states to exclude laws involving violence, property violations, controlled substances, fraud, breach of contract, or intentional/negligent misconduct that causes personal or economic injury from compact restrictions.

Grants residents of member states standing to enforce the compact in courts and provides a complete defense against prosecutions arising from laws that violate the compact's uniformity requirements, with prevailing parties entitled to recover attorney fees.

Permits states to withdraw from the compact during every tenth year after the first state enacts it, through specially-called legislative sessions with 30 days' notice, or with unanimous written consent of other member states.
