Amends Arizona Revised Statutes Section 41-2513 regarding procurement of legal counsel services by state governmental units.

Requires competitive sealed bidding for all legal counsel contracts valued at $50,000 or more, subject to director-adopted rules.

Limits any single contractor to no more than 10 percent of legal counsel contracts awarded by a state agency in each calendar year.

Maintains requirement that the attorney general approve all legal counsel contracts before award.

Clarifies that all services procured under this chapter, including legal counsel, must be paid pursuant to a fully approved written contract.
