Allows school districts to increase their revenue control limit and district support level during the current year if student population growth exceeds the prior-year student count used for budgeting, after the first 100 or 200 days in session

Permits school districts experiencing growth in students with disabilities (Group B categories including severe intellectual disability, visual/hearing impairment, multiple disabilities, and emotional disabilities) to compute increases to their revenue control limit

Enables school districts to request early state aid apportionments after the first 40 days in session to fund anticipated student growth through the current school year

Appropriates $31,000,000 from the state general fund in fiscal year 2017-2018 to the department of education for distribution to school districts and charter schools on a per-pupil basis for costs associated with prior-year funding

Prohibits common school districts offering instruction in grade nine from using the growth adjustment provisions for increases in grade nine student population
