Applies electronic filing requirement to facilities that meet reporting thresholds under section 49-962 (toxic chemical releases or hazardous waste generation) and state agencies that generate 10,000 pounds or more of hazardous waste annually.

Maintains existing thresholds and exemptions for when facilities and state agencies must file toxic data reports and pollution prevention plans.

Requires annual progress reports to be included in the electronically filed toxic data reports for facilities and state agencies subject to pollution prevention plan requirements.
