Amends Arizona Revised Statutes Section 49-236 to modify reporting requirements for the total maximum daily load (TMDL) program.

Requires the Department of Environmental Quality to submit annual reports by September 1 of each year (removing the previous September 1, 2005 deadline) to the governor, speaker of the house, and president of the senate on TMDL program progress.

Reports must evaluate program effectiveness, identify recommended statutory changes to improve efficiency and equity, and assess water quality problems addressable under other federal or state laws.

Reports must document the number of appeals of department decisions filed under Title 41, Chapter 6, Article 10 and their dispositions, and evaluate appeals' impact on the department's program administration.
