Establishes the Arizona Concrete Masonry Education Council as a nonprofit corporation governed by a seven-member board appointed by the governor, president of the senate, and speaker of the house, with representatives from manufacturers, masonry contractors, and the sand and gravel/cement industries.

Council board members serve staggered terms (one, two, or three years for initial members, then three-year terms thereafter) and must include manufacturers with at least five years of employment experience in concrete masonry manufacturing; members receive no compensation but are reimbursed for expenses.

Council shall plan and implement educational programs to train individuals in concrete masonry, support related research and existing educational programs, and collect voluntary self-imposed assessments of not more than two cents per concrete masonry unit produced and sold.

Council must submit annual reports to the governor, president of the senate, and speaker of the house detailing revenues received, industry participation rates, fund usage, goals, and workforce development outcomes.

Council is prohibited from participating in political campaigns or ballot initiatives and must operate as a tax-exempt nonprofit with net receipts benefiting only the organization's charitable purposes, not private individuals; council bylaws and annual budgets require Arizona Commerce Authority approval.
