Changes terminology from "written report" to "application" for professional and occupational groups seeking state regulation or increased scope of practice.

Requires applications to include suggested legislative language and a statement of support signed by at least ten members of the professional/occupational group or ten non-members.

Gives applicant groups two years to work with the legislative committee of reference on their application, with committees able to reject incomplete applications or decline to schedule hearings if substantial improvements are not made.

Expands required application information to include names of community members and organizations supporting or opposing the proposal, groups that assisted in formulation, and any additional education or training being requested.

Applies to both health professions (sections 32-3104, 32-3105, 32-3106) and non-health professions/occupations (sections 32-4402, 32-4403); effective December 31, 2017.
