Establishes a food standards task force within the Department of Health Services to develop state food standards for foods purchased, prepared, served, or sold by state agencies and institutions within three months of the bill's effective date.

Task force must finalize state food standards within 12 months that are consistent with federal dietary guidelines, support breastfeeding, and encourage use of locally grown food products.

State food standards apply to state office buildings, government meetings, rest stops, parks, child care facilities, hospitals, correctional facilities, universities, homeless shelters, and senior centers.

Requires restaurants and food service establishments on state property (with fewer than 20 national outlets) to display calorie information on menus and provide additional nutritional information (saturated fat, trans fat, sodium, fiber) in writing at point of ordering.

Food standards task force terminates July 1, 2025, and the entire program ends July 1, 2027.
