Amends Section 8-503 to require foster parent training programs include a mandatory workshop on cultural hygiene.

Increases ongoing foster parent training requirement from 12 hours to 16 hours during the two-year licensure period in Section 8-509.

Maintains requirement that foster parents complete 6 hours of approved initial training before licensing and that foster home licenses are valid for two years.

Allows the department to issue provisional licenses for up to six months if completing required training would be a hardship to foster parents.
